<br />The City of Glenwood Springs has adopted an ordiance re-
<br />stricting develo;:>ment ne>ar rivers and live stre>ams COrdi-

<br />~etback area measured horiznntally from the high water
<br />mark of the peak discharge occurring in 1973. The 197)
<br />peak discharge portrayed on the flood profile~ (Plates
<br />11-19) ~ay be utilized to determine the setback limits
<br />for the ordinance.
