.~

Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 96-08-269P

The Honorable Ron Stewart
Chairperson, Boulder County
Board of Commissioners
P.O. Box 471
Boulder, Colorado 80306

Community: Boulder County, Colorado
Community No.: 080023
Panel Affected: 08013C0440 F
Effective Date of
This Revision: AU G 0 2 1996

102-I-C

Dear Mr. Stewart:

This responds to a request for a revision to the effective Flood Insurance Study (FIS) and National Flood
Insurance Program (NFIP) map for your community. Specifically, this responds to a letter dated May 22,
1996, from Ms. Chelsea Burton, Hazard Information Services, Lereta Corporation, regarding the effective
FIS report and Flood Insurance Rate Map (FIRM) for Boulder County, Colorado and Incorporated Areas.
Ms. Burton requested that the Federal Emergency Management Agency (FEMA) reissue a Letter of Map
Revision (LOMR) dated May 22, 1995, for the reach along Boulder Creek from just upstream to
approximately I mile upstream of North 107th Street (U.S. Highway 287). The May 22 LOMR described
the effects of fIll and excavation in the floodplain associated with the construction of the Goose Haven One
N.U.P.U.D. Subdivision.

All data required to complete our review of this request were submitted with Ms. Burton's May 22 letter, and
a letter dated July 1,.1996, from Mr. Curt Parker, P.E., Water Resources Engineer, Boulder County
Transportation Department. Because this LOMR is a reissuance of a previous LOMR, fees were not assessed
for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM, and
have revised the FIRM to modifY the elevations and floodplain boundary delineations of a flood having a
I-percent chance of being equaled or exceeded in any given year (base flood) along Boulder Creek from just
upstream to approximately I mile upstream of North 107th Street.

The fill and excavation associated with the construction of the Goose Haven One N.U.P.U.D. Subdivision
caused the base flood elevations (BFEs) to decrease throughout the revision area. The maximum decrease in
BFE, 0.9 foot, occurred approximately 2,100 feet upstream of North 107th Street. The width of the Special
Flood Hazard Area (SFHA) increased in some areas and decreased in others because of the fill and excavation
and the use of more detailed topographic information. All increases in SFHA width are contained on the
community's property.

The modifications are shown on the enclosed annotated copy of FIRM Panel 08013C0440 F and Profile
Panels 23P and 24P. This LOMR hereby revises this panel of the effective FIRM dated June 2, 1995, and
the Flood Profiles in the FIS report dated May 6, 1996.
