<br />"Associate Director" means the As- <br />ociate Director, State and Local Pro- <br />wns, and Support. <br />"Base flood" m.eans the flood having <br />one percent chance of being equalled <br />r exceeded in any given year. <br />"Basement" means any area of the <br />uilding having its floor sUbgrade <br />below ground level) on all sides. <br /><lBreakaway wall" m.eans a wall that <br />not part of the structural support of <br />he building and Is intended through <br />ts design and construction to collapse <br />der specific lateral loading forces, <br />ithout causing damage to the elevat- <br />d portion of the building or support. <br />g foundation system. <br />"BuildinyU-see "structure." <br />"Chargeable rates" mean the rates <br />stabllshed by the AdmInistrator pur- <br />uant to section 1308 of the Act for <br />irst layer limits of flood insurance on <br />xisting structures. <br />"Chief Executive Oflicer" of the <br />ommunity ("CEO") means the off!- <br />ial of the conununity who is charged <br />ith the authority to implement and <br />inister laws, ordinances and regu-. <br />ations for that community. <br />"Coastal high hazard area" means <br />area of special flood hazard extend- <br />g from offshore to the inland limit <br />f a primary frontal dune along an <br />pen coast and any other area subject <br />o high velocity wave action from <br />.tonns or seismic sources. <br />"Community" means any State or <br />rea or political subdivision thereof, or <br />ny Indian tribe or authorized tribal <br />rganization, or Alaska Native vlllage <br />r authorized native organization, <br />hich has authority to adopt and ell- <br />orce flood plain management regUla- <br />ions for the areas within its Jurlsdic- <br />ion. <br />UContents coverage" is the insurance <br />n personal property within an en- <br />losed structure, including the cost of <br />ebris removal, and the reasonable <br />ost of removal of contents to mini- <br />ize damage. Personal property may <br />e household goods usual or incidental <br />o residential occupancy, or merchan~ <br />e, furniture, fixtures, machinery, <br />qulpment and supplies usual to other <br />han residential occupancies. <br />HCriteria" means the .comprehensive <br />riteria for land management and use <br />or flood-prone areas developed under <br /> <br /> <br /> <br />42 U.S.C. 4102 for the purposes set <br />forth In Part 60 of this subchapter. <br />"Critical feature" means an integral <br />and readily identifiable part of a flood <br />protection system, without whi.:;h the <br />flood protection provided by the enUre <br />system would be compromised. <br />"Curvilinear Line" means the <br />border on either a FHBM or FIRM <br />that delineates the special flood, <br />mudslide U.e.. mudflow) and/or f1ood- <br />related erosion hazard areas and con- <br />sists of a curved or 'contour line that <br />follows the topography. <br />"Deductible" mean., the fixed <br />amount OJ:' percentage of any loss cov- <br />ered by insurance which is borne by <br />the insured prior to the illBurer's 11- <br />ablllty. <br />"Development" means any man- <br />made' change to improved or unhn- <br />proved real estate, including but not <br />limited to buildings or other struc- <br />tures, mining, dredging, fllling, grad- <br />ing, paving. excavation or drllling op- <br />erations or storage of equipment or <br />materials.. <br />('Director" means the Director of the <br />Federal Emergency Management <br />Agency. <br />"Eligible community" or Upartici_ <br />pating community" means a communi- <br />ty for which the Administrator has au- <br />thorized the sale of flood Insurance <br />under the National Flood Insurance <br />Program. <br />"Elevated building" means a nOD- <br />basement building (i) bullt, in the case <br />of a building In Zones AI-30, AE. A, <br />A99, AO, AH, B; C, X. or D, to have the <br />top of the elevated floor, or in the case <br />of a building in Zones VI-30, VE. or V, <br />to have the bottom of the lowest hori- <br />zontal structure member of the elevat- <br />ed floor elevated above the ground <br />level by means of pilings, columns <br />(posts and piers), or shear walls paral- <br />lel to the flow of the water and (li) <br />adequately anchored so as not to <br />impair the structural integrity of the <br />building during a flood of up to, the <br />magnitude of the base flood. In the <br />case of Zones AI-30, AE, A. A99, AO, <br />AH, B, C, X, or D.
