As <br />tlle community is tentatively Identi- <br />fied, provided with base flood eieva- <br />tions, or suspended and reinstated, <br />documentation of ,such actions by the <br />Administrator shall be placed in the <br />community fileo Even if a map Is ad- <br />ministratively rescinded or witlldrawn <br />after notice under Part 65 of this sub. <br />chapter or the community successfUlly <br />rebuts Its flood.prone designation, the <br />file will be maintained Indefinitely. <br />(b) A portion of the community file <br />sllall be designated a flood elevation <br />study consultation docket and shall be <br />established for eacll community at the <br />time the contract Is awarded for a <br />flood elevation study. The docket shall <br />include copies of (1) all correspond- <br />ence between the Administrator and <br />the community concerning the studY, <br />reports of any meetings among tlle <br />Agency representatives. property <br />owners of the community, the state <br />coordinating agency, study contractors <br />or other interested persons, (2) rele- <br />vant publlcations, (3) a copy of tlle <br />completed flood elevation study, and <br />(4) a copy of tlle Administrator's final <br />determinationo <br />(c) A flood elevation determination <br />docket shall be established and main. <br />tained in accordance with Part 67 of <br />this subchapter. <br /> <br />(41 FR 46988. May 31,1979, and amended at <br />48 FR 44544 and 44553, Sept. 29, 1983; 49 <br />FR 4751, Feb. 8, 19841 <br /> <br />ft 66.4 Appointment of consultation co~ <br />ordination officer. <br /> <br />The Administrator may appoint an <br />employee of the Federal Emergency <br />Management Agency, or other desig- <br />nated Federal employee, as the Con- <br />sultation Coordination Officer, for <br />each community when an analysis is <br />undertaken to establish or to modify <br />flood elevations pursuant to a new <br />study or a restudy. When a CCO is ap- <br />pointed by the Administrator, the re- <br />sponsibilities for consultation and co- <br />ordination as set forth in ~ 66.5 shall <br />be carried out by the CCO. The Ad. <br />minlstrator shall advise the communi- <br />ty and the state coordinating agency. <br />in writing, of this appointment. <br /> <br />[47 FR 771. Jan. 7, 1982, as amended _at 49 <br />FR 4751, Feb. 8, 1984], <br /> <br />6 66.5 Responsibilities for consultation <br />and t:oordination. <br /> <br />(a) Contact sllall be made with ap- <br />propriate officials of a community in <br />which a proposed investigation Is un- <br />dertaken, and with the state coordi- <br />nating agency. <br />(b) Local dissemination of the intent <br />and 'nature of the investigation shall <br />be encouraged so that interested par- <br />ties wlll have an opportunity to bring <br />relevant data to the attention of the <br />community and to the Administrator. <br />(c) Submission of information from <br />the community concerning the stUdy <br />shall be encouraged. <br />(d) Appropriate officials of the com. <br />munity shall be fully informed of (I) <br />The responsibilities placed on them by <br />the Program, (2) the administrative <br />procedures followed by the P'ederal <br />Emergency Management Agency. (3) <br />the community's role In establlshing <br />elevations, and (4) the responsibilities <br />of tlle community if It participates or <br />continues to partiCipate in the Pro- <br />gram. <br />(e) Before the commencement of an <br />initial Flood Insurance Study, the <br />CCO or other FEMA r.epresentatlve, <br />together with a representative of the <br />organization undertaking the study, <br />shall meet with officials of the com- <br />munity.
