evee system h... relatively high vul-
,erability. FEMA may require that
ther design criteria li.nd analyses be
ubmitted to show that the levees pro-
ide adequate protection. In such situ-
tions, sound engineering practice will
e the standard on which FEMA will
...e its determinations. FEMA wllI
Iso provide the rationale for reQulr-
g this additional information.
(0) Operation plans and criteria. For
levee system to be recognized, t.he
perational criteria must be as de~
cribed below. All closure devices or
echanical systems for intel'nal drain.
ge, whether manual or automatic,
list be operated in accordance with
officially adopted operation
anual. a copy of which must be pro-
ided to FEMA by the operator when
evee or drainage system recognition is
eing sought Or when the manual for
previously recognized system is re-
ised In any manner. All operations
ust be under the jurisdiction of a
ederal or State agency. an agency
reated by Federal or State law, or an
gency of a community participating
the NFIP.
(1) Closures. Operation plans for clo-
ures must include the following:
(1) Docwnentatlon of the flood warn-
g system. under the Jurisdiction of
ederal. State. or community officials.
hat will be used to trigger emergency
peration activities and demonstration
hat sufficient flood warning time
xists for the completed: operation of
11 closure structures, including neces-
ary sealing, before floodwaters reach
he b...e of the closure.
(in A formal plan of operation in-
~luding specific. actions and assign-
nents of responsibility by individual
lame or title.
I (Hi) Provisions for periodIc oper-
tion, at not less than one .year inter-
als, of the closure structure for test-
ng and t,rainfng purposes.
~(2) Interior dra.inage systems. lnt.eri-
r drainage .s~.stems associated with
vee systems usually include storage
,ress, gravity outlets, pumping sta-
ons, or a. combination thereof. These
rainage systelnS will be recognized by
MA on Nfl:? maps for flood protec-
on purposes only if the following
inimum criteria are included in the
eration plan:

(!) Documentation of the flood warn.
Ing system. under the Jurisdiction of
Federal, state. or community officlals.
that will be used to trigger emergency
operation activities and demonstration
that sufficient flood warning time
exists to permit activation of mecha-
nized portions of the drainage system.
(iI) A formal plan of operation in.
eluding specl.flc actions and assign-
ments of responsibility by individual
llame or title.
(Hi) Provision for manual backup for
the activation of automatic system.s.
(tv) Provisions for periodic inspec-
tion of interior drainage systems and
periodic operation of any mechanized
portions for testing and training pur-
poses. No more than one year shall
elapse between either the inspections
or the operations.
(3) Other operation plans and crite-
ria. Other operating plans and criteria
may be required by FEMA to ensure
that adequate protection Is provided in
specific situations. In such cases,
sound emergency management prac.
tice wlll be the standard upon which
FEMA determinations will be b...ed.
<d) Maintenance plans and criteria.
For levee systems to be recognized as
providing protection from the base
flood, ~he maintenance criteria must
be as described herein. Levee systems
must be maintaipcd in accordance
with an officially adopted mainte-
nance plan. and a copy of this plan
must be provided to FEMA by the
owner. of the levee system when recog.
nition is being sought or when the
plan for a previOUSly recognized
system is :revi$ed in any manner. All
ma.intenance activities must be under
-the Jurisdictioll of fl. Federal or Stat,e
agency. an agency created by Federal
or State law, or an agency of a commu.
nity particlpating In the NFIP that
must as:sume ultimate responsibility
for maintenance. This plan- must doca-
mBnt the fonnal procedure that en-
sures that the stab!llty. height. and
overall integrity of the levee and its
associated structures and systeln.$ are
maintained. At a minimum, mainte-
nance plans shall specify the mainte-
nance activities to be performed, the
frequency of their -performance, an.d
the person by name or title responsi-
ble for their performance.

360
