<br />(c) When an area previously a part
<br />of a community participating in the
<br />Program becomes autonomous or be-
<br />comes a portion of a neWly autono-
<br />mous community resulting from
<br />boundary changes, goverruncntal reor-
<br />ganization, changes in state statutes or
<br />constitution, or otherwise, such new
<br />community shall be given six months
<br />from the date of its independence, to
<br />adopt flood plain management regula-
<br />tions within the special hazard areas
<br />subject to its jurisdiction and to
<br />submit its appllcatlon for participation
<br />as a separate conununity in order to
<br />retain ellgibllity for the sale of flood
<br />insurance. The regulations adopted by
<br />such new community shall satisfy the
<br />applicable requirements in i 60.3 of
<br />this subchapter ba.sed on the data pre-
<br />viously provided by the Administrator.
<br />The provisions of this section shall
<br />only apply where the new community
<br />upon the date of its independence cer.
<br />tifies in writing over the signature of a
<br />community official that, pending
<br />formal adoption of flood plain man.
<br />agement regulations, the flood plain
<br />management requirements previously
<br />applicable In that area remain in
<br />effect. During the six month period,
<br />existing flood insurance policies shall
<br />remain in effect until their dates of
<br />expiration may be renewed, and new

<br />(d) Where any community or any
<br />area. within a commnnity had in effect
<br />a FHBM or FIRM, but all or a portion
<br />of that community has been acquired
<br />by another community, or becomes au-
<br />tonomous, that map shall remain In
<br />effect until it i. superseded by the Ad.
<br />ministrator, whether by republlcation
<br />a.s part of the map of the acquiring
<br />conununtty, or otherwise.

<br />paragraph (a), (b). (c). or (d) of this
<br />section ha.s flood elevations in effect,
<br />no new appeal period under Parts 66,
<br />67, and 68 of this subchapter will

<br />(a) In order to expedite a communi-
<br />ty's qualification for flood insurance
<br />under the emergency program. the Ad.
<br />ministrator may authorize the sale of
<br />such insurance without designating
<br />any Zones A, M, or E within a commu-
<br />nity, provided the community ha.s pre-
<br />viously adopted flOOd plain manage.
<br />ment regulations meeting the require-
<br />ments of ~ 60,3(0.). i 60.4(0.) or i 60.5(0.)
<br />of this subchapter. When the Adminis-
<br />trator has obtained sufficient techni-
<br />cal information to delineate Zones A,
<br />M, or E, he/she shall delineate the
<br />tentative boundaries on a FHBM.
<br />(b) Upon the effective date of the
<br />FIRM, flood insurance will continue to
<br />be available throughout the entire
<br />community at chargeable rates (I.e.,
<br />&ubsidized) for first layer coverage of
<br />existing structures, but will be only
<br />available at risk premium rates for all
<br />new construction and substantial im-
<br />provements. Upon the effective date
<br />of a FIRM, second layer coverage Is
<br />available only at risk premium rates
<br />for all structures.
<br />(c) Detailed insurance information
<br />may be obtained from the servicing
<br />companies. See Part 62 of this sub.
