Factors to be consid- <br />ered in making such a determination <br />should include but not be limited to (i) <br />the type and qualit.y of soils, (iil any <br />evidence of ground water or surface <br />water problems, (uil the depth and <br />quality of any fill, (iv) the overall <br />slope of the site, and (v) the weight <br />that any proposed structure will <br />impose on the slope; <br />(3) Require. if a proposed site and <br />improvements are in a location that <br />may have mudslide (i.e., mudflow) haz- <br />ards, that (i) a site investigation and <br />further review be made by persons <br />qualified in geology and soils engineer- <br />ing, (ii> the proposed grading, excava- <br />tions, new construction, and substan- <br />tial improvements are adequately de- <br />signed and protected against mudslide <br />(i.e., mudflow) damages, (Hi) the pro- <br />posed grading, excavations, new con. <br />struction and substantial improve- <br />ments do not aggravate the existing <br />hazard by creating either on-site or <br />off-site disturbances, and (Iv) drain- <br />age, planting, watering, and mainte- <br />nance be such as not to endanger slope <br />stability. <br />(bl When the Administrator has de. <br />lineated Zone M on the community's <br />FIRM, the community shall: <br />(1) Meet the requirements of para- <br />graph (al of this secllon; and <br />(2) Adopt and enforce a grading ordi- <br />nance or regulation in accordance with <br />data supplied by the Administrator <br />which (i) regulates the location of <br />foundation systems and utility sys- <br />tems of new construction a.."1d substan- <br />tIal improvements, (ij) regulates the <br />location, drainage and maintenance of <br />all excavations, cuts and fills and <br />planted slopes, (Hi) provides special re- <br />quirements for protective measures in- <br />cluding but not necessarily limited to <br />retaining walls, buttress f111s, sub- <br />drains, dh'erter terraces, benchings, <br />etc., and (iv)' requires engineering <br />drawings and specifications to be sub- <br />mitted for all corrective measures. ac- <br /> <br />266 <br />
