Responsibility for establishin! <br />such criteria is delegated to the Ad, <br />ministrator. <br />(b) This subpart sets forth the crite, <br />ria developed in accordance with thf <br />Act by which the Administrator wll: <br />determine the adequacy of a" communi- <br />ty's flood plain management regula <br />tions. These regulations must be legal <br />ly-enforceable. applied uniforml3 <br />throughout the community to all pri <br />vately and publicly owned land withlr <br />flood-prone, mudslide (i.e., mudflow <br />or flood-related erosion areas, and the <br />community must provide that the reg <br />ulations take precedence over any leSI <br />restrictive conflicting local laws, ordi <br />nances or codes.
