the u.s. Geological Survey; the U.S. Army Corps of Engineers,
Omaha District; and several other State and Federal agencies.

Liaison was maintained with officials from the Colorado Water
Conservation Board (CWCB) , UDFCD, and Jefferson County. Through
communication with these agencies information was exchanged, hydro-
logic methods were established, and a general coordination of
work efforts in the area was achieved.

An initial consultation coordination meeting was held in Golden
on April 1, 1976, between the Federal Emergency Management Agency
and community officials to discuss the purpose and scope of the
Flood Insurance Study.

A final consultation coordination meeting was held on July 12,
19B3, and was attended by representatives of the Federal Emergency
Management Agency, the study contractor, and the city. All problems
raised at that meeting have been resolved in this study.

2.0 AREA STUDIED

2.1 Scope of Study

This Flood Insurance Study covers the incorporated areas of the
City of Golden, Jefferson County, Colorado. The area of study
is shown on the Vicinity Map (Figure 1).

Clear Creek, Tucker Gulch, Cressmans Gulch, Cressmans Gulch Old
Channel, Lena Gulch, Kenneys Run, West Fork Kenneys Run, West
Fork Kenneys Run Tributary No.1, North Fork of West Fork Kenneys
Run Tributary No.1, West Fork Kenneys Run Tributary No.2, and
Deadman Gulch were studied by detailed methods for their entire
lengths within the corporate limits of Golden. East Fork Kenneys
Run was studied by detailed methods from its mouth to a point
5,575 feet upstream. Jackson Gulch was studied by detailed methods
from its confluence with Lena Gulch to its confluence with Jackson
Gulch Tributary. Apex Gulch was studied by detailed methods from
its confluence with Lena Gulch to the western end of Heritage
Square Shopping Center.

Those areas studied by detailed methods were chosen with consider-
ation given to all proposed construction and forecasted development
through 1987.

Approximate methods of study were used for Jackson Gulch Tributary
and Apex Gulch upstream of Heritage Square Shopping Center.

Approximate analyses were used to study those areas having a low
development potential or minimal flood hazards. The scope and
methods of study were proposed to and agreed upon by the Federal
Emergency Management Agency and the City of Golden.

2
