<br />I <br /> <br />I <br />I <br /> <br />CHAPTER 4 <br /> <br />WILDFIRE HAZARD AREA REGULATIONS <br /> <br />Article 1. <br /> <br />I <br /> <br />General and Introductory provisions <br /> <br />I <br /> <br />4-101 <br /> <br />Purposes and Intent <br /> <br />I <br /> <br />The purpose and intent of the regulations contained in this <br />chapter shall be to: <br /> <br />I <br /> <br />(1) Facilitate the administration of wildfire hazard areas by <br />establishing requirements which must be met before devel- <br />opment in such areas is permitted. <br /> <br />I <br /> <br />(2) Establish requirements which are designed to minimize <br />significant hazards to public health and safety or to <br />property in wildfire hazard areas in which human activity <br />is to take place. <br /> <br />I <br />I <br /> <br />(3) Require that authorized developments have adequate roads <br />for service by fire trucks, fire fighting personnel, and <br />other safety equipment and that fuel breaks and other <br />means of reducing conditions conducive to fire be provided. <br /> <br />(4) Promote proper land use within wildfire hazard areas. <br /> <br />I <br /> <br />(5) Protect the public against the costs which may be incurred <br />when unsuitable development occurs in wildfire hazard areas. <br /> <br />I <br />I <br /> <br />(6) Preserve and maintain forestry and other natural resources. <br /> <br />(7) Conserve natural conditions of air, water, land, vegetation, <br />wildlife and open spaces for the education, recreation, and <br />general welfare of the public. <br /> <br />4-102 <br /> <br />Definitions <br /> <br />I <br /> <br />(1) "Aspect" means the cardinal direction the land surfaces <br />faces. <br /> <br />I <br /> <br />(2) "Crown Coverage" means proportion of the ground covered by <br />tree foliage or crowns as veiwed vertically from above. <br />Usually expressed as a percent of the total land area being <br />examined, using ocular estimates. <br /> <br />I <br />I <br /> <br />(3) "Fire chimney" means a steep, narrow drainage or ravine <br />which generally confines smoke and heat along with natural <br />convection currents and thus causes rapid, upward increases <br /> <br />I <br />I <br /> <br />-1- <br />
