Build West Caryl Avenue according to the construction
plans provided by Jefferson County between Depew
Street and Ames Way. The new street will be constructed
to facilitate the control of the 100-year flood flow
without damage to future residents. In addition,
the County will require overlot grading in the
Columbine Hills subdivision.

. Rebuild South DepeW Street between Ken Caryl Road,
and new West Caryl Avenue intersection. Elevations
of west curbs and gutters and grades of street would
remain as they are now. However, the east curbs and
gutters would be lowered approximately 1 foot below
existing elevations, and street sections would be
reshaped to follow the collector street section.

. Rebuild South Depew Street between new West Caryl
Avenue intersection and about 100 feet south of the
intersection. Street crossing sections would
remain as existing collector street section; however,
street grade would be sloped down toward the inter-
section at new West Caryl Avenue. The purpose of
the street modification is for most of the flood
flow to be confined in the intersection of Depew
Street and West Caryl Avenue. Then flood water
flows will turn direction and follow West Caryl
Avenue.

. Keep trash rack clear at Ken Caryl Road to assure
full flow capacity at the culvert entrance. A
vertical cleaned trash screen with automatic differ-
ential front pressure controller can be used to
remove trash and to pass the flood flows into the
drainage pipe.

. Dump rock rip rap 20 feet long at the outlet of
GO-inch pipe to protect local erosion.

Reach No. 3--County Line to South Platte River

The alternative solutions have benefit-cost ratios below 1.0.
On this basis, the least cost project is recommended.

. Use flood plain zoning to preclude encroachment on
the f100dway. The existing open channel flow from
the county line to Platte Canyon Road would be
maintained. The existing culvert through Platte
Canyon Road would be maintained.

. Downstream of Platte Canyon Road the flood water
would be confined in a swale-type flood drainageway.
This drainageway should be constructed so it will
not affect the agricultural activities during dry
season.

2-5
