r

A number of alternatives were considered to enable the project to pass the

fully developed conditions (only the dam raise alternatives were rerun after the

base safety condition was changed). The alternatives included widening of the

existing spillway, adding a new spillway at one of three locations in the

embankment, constructing an additional reservoir (Castlewood) about 30 miles

upstream from Cherry Creek Lake, hardening the dam face, raising the dam crest,

and no action.. The alternati.ves were consid.ered .:..ndivic.ually and in combination

with each other.

It is recommended that a Dam Safety Assurance Evaluation Report be prepared

to further evaluate the alternatives in compliance with the National

Environmental Policy Act of '1969 (NEPA) , to formulate and design a selected

plan, to develop a detailed cost estimate, to develop a PMP, to conduct a public

involvement program, and to comply with State and Federal environmental laws and

regulations.

The average annual flood control and recreation benefits of the modified

Cherry Creek Lake project exceed the annual costs of modifying the project to

pass the probable maximum flood. Therefore, continued operation of Cherry Creek

Lake is justified and removal of the dam was eliminated from .consideration.

1

"

b
p

a:

bi
p:
(J

R,

....

"
