Area drainage has been quit,~ poor since the area was dl:veloped, and loca:! <br />businesses accused the railroad of negligently flooding them out by not conveying water across thl: <br />yard. Two particular events brought the situation to light -- severe flood events in the summers of <br />1997 and 1998. Both events had rainfall totaling over 7 inches in short durations. In Spring, 1999, <br />UPRR hired HDR Engineering to investigate the response and predict flooding for the two events <br />A large amount of information was to be gathered in a short period oftime. <br /> <br />The work included calling several agencies and municipalities to obtain infimnation. Reports of <br />flooding were obtained and analyzed. Areal rainfall was determined from a variety of sources, <br />Rainfall totals were used to develop runoff rates, which were used to f:stimate flooding resulting <br />from the rain events. Conclusions were provided to UPRR for use in legal action. In addition., <br />recommendations for improving the overall site drainage were provided. Finally, Mark Glidden was <br />used by UPRR as an expert witness in the hearings. <br /> <br />Date: May - April 1999 <br /> <br />Client: Union Pacific Railroad <br /> <br />Net Fees: $35,000 (including expert testimony time) <br /> <br />Location: Wauwatosa, WI <br /> <br />CITY OF PUEBLO - HAZARD MITIGA TION (,RANT APPUCATION <br /> <br />The Pueblo County Department of Public Safety and Operations (PS&O), the National Weather <br />Service, the City of Pueblo Public Works Department, and the Colorado Water Conservation Board <br />(CWCB) retained HDR Engineering, Inc. to preparf: a Hazard Mitigation Grant Application. This <br />application was submitted to FEMA for funds authorized under the guidelines for federal disaster <br />relief. HDR provided an analysis of the flooding in the area, a rwiew of all proposed solutions to <br />relieve the flooding impacts, and a detailed cost estimate for the recommended solution. The final <br />grant application was prepared under the guidelines set forth by FEMA and submitted through thf: <br />CWCs. <br /> <br />Date.
