In a letter dated August II, 2003, Mr. Chris Pauley, P .E., Anderson Consulting <br />Engineers, Inc., requested that FEMA revise the FIRM and FIS report to show the effects along Spring <br />Creek of updated cross-section alignments, topographic information, and floodway encroachments and of <br />construction of an irrigation pond from approximately 4,300 feet downstream to approximately 1,600 feet <br />upstream of West Horsetooth Road. Although a portion of the revised reach is shown on the effective <br />FIRM for the unincorporated areas of Larimer County, the entire area affected by this revision request was <br />annexeifl5y tlie City of Fort Collins. This request follows up on a Conaifionan:etter of Map Revision <br />issued on April 4, 2000. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Pauley. <br /> <br />Because the City of Fort Collins has annexed all areas affected by this revision request, we have revised <br />your FIRM to show these areas as "City of Fort Collins, Areas Not Included." <br /> <br />As a result of the above-mentioned project, the Spring Creek channel was relocated, which caused the <br />profile stationing to change. We have revised the Spring Creek flood profile, Panel 236, for your <br />community to reflect the new stations and to be consistent with the flood profile for the City of Fort <br />Collins. Profile Panels 233, 234, and 235 have been deleted. No changes to the elevations of the flood <br />having a I-percent chance of being equaled or exceeded in any given year (base flood) occurred in your <br />community. The modifications are shown on the enclosed annotated copies of Profile Panel 236P. These <br />modifications are shown on the enclosed annotated copy of FIRM Panel 0192 C. This Letter of Map <br />Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated March 18, 1996, <br />and the affected portions ofthe FIS report dated March 23, 1999. <br /> <br />Because this revision request also affects the City of Fort Collins, a separate LOMR for that community <br />was issued on the same date as this LOMR. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br /> <br />A review of the detennination made by this LOMR and any requests to alter this determination should be <br />made within 30 days. Any request to alter the determination must be based on scientific or technical data. <br />
