Therefore, both Alternative 2 and Alternative 3 would require cultural resource
surveys prior to implementation. If any cultural resources are found which are eligible to be
listed on the NRHP, consultation with the SHPO would be required.

In the event that cultural resources are encountered during construction, activities would stop and
the SHPO and the Region VIII Environmental Officer would be contacted. Construction would
not reswne until appropriate coordination and required mitigation had been completed.

Colorado Department of Public Health and the Environment

No additional coordination would be required with the Air Quality Division.

The Water Quality Division would require additional coordination by the contractor while
acquiring a Construction Storm water Discharge Permit since more than 5 acres would be
disturbed. . A Construction Dewatering Permit would also be needed if the contractor needed to
dewater an area during construction. The agency also coordinates with the USACE regarding
401 Certification for the USACE 404 Permit.

Colorado Department of Transportation

Based on information received from the applicant, it is our understanding that CDOT would
construct the new Highway 6 bridge (northbound) over Pawnee Creek and expand the opening
under the southbound Highway 6 bridge. The applicant would need to coordinate with CDOT to
assure their activities are scheduled to occur after the downstream floodway has been
constructed.

Public Services and Utilities

The contractor is required by law to contact the Utility Notification Center for Colorado at 800-
922- I 987 to obtain updated information regarding utilities present within the project area. The
contractor would need to coordination with local utilities to prevent unnecessary interruption of
service to residents of Logan County and Sterling during construction of the flood control
facilities.

Union Pacific Railroad

Based on information received from the applicant, it is our understanding that UPRR would
install the box culverts under their tracks and would remove the fill material from under their
bridge over Pawnee Creek. The applicant would need to coordinate with UPRR to assure their
activities are scheduled to occur after the downstream floodways have been constructed.

3-21
