Construction activities would be <br />restricted to daylight hours, and equipment would be equipped with proper mufflers to reduce <br />construction noise levels. <br /> <br />3.8 PUBLIC SERVICES AND UTILITIES <br /> <br />Public services in the project area include the following: <br /> <br />WaterlSanitary Sewer/Garbage <br />Natural Gas <br />Telephone <br />Electrical Power <br />Fiber Optics <br />Emergency Medical Services <br />Fire Protection <br />Law Enforcement/Civil Defense <br /> <br />City of Sterling <br />Colorado Public Service <br /> <br />U. West Communications <br />Colorado Public Service and Highline Electric <br />AT&T and MCI <br />Sterling Regional Medical Center <br />City of Sterling and Sterling Rural Fire District <br />Logan County and City of Sterling <br /> <br />The electrical and telephone utilities are located above ground in the rights-of way (ROW) of <br />Highway 6 and UPRR throughout the project area and along CR 24. Fiber optic lines are buried <br />in the ROW between Highway 6 and the UPRR track throughout the project area (L. O'Toole, <br />Project Manager, Colorado Department of Transportation, personal communication, 1999). By <br />law, before starting any construction activities contractors are required to call the Utility <br />Notification Center of Colorado (800-922-1987) and obtain information on utilities within the <br />construction area. <br /> <br />3.8.1 Alternative 1 - No Action <br /> <br />With the No Action Alternative, flooding along Pawnee Creek would continue to occur. Public <br />services and utilities could be disrupted during some flood events. In addition, the fiber optic <br />lines could be adversely affected if flooding resulted in a breach of the UPRR embankment. <br /> <br />3.8.2 Alternative 2 -Improve Routing of Pawnee Creek Flood Flows (Proposed <br />Action) <br /> <br />With Alternative 2, construction activities would affect fiber optic lines at Atwood. It would <br />also affect power, telephone, and fiber optic lines at the Highway 6 and UPRR bridge location <br />and at the Riverside Cemetery location.
