Damage to roads. bridges, and highways alone was in <br />excess of $1 ,000,000 (ICON 1998). <br /> <br />1.3 PURPOSE AND NEED <br /> <br />The purpose ofFEMA's HMGP (Section 404) is to substantially reduce the risk of future <br />damage, hardship, loss and/or suffering in an area affected by a major natural disaster by <br />providing communities with cost-share funds to reduce future losses. <br /> <br />Based on the flooding frequency and damage caused when flooding occurs. Sterling and Logan <br />County have identified the need to reduce the potential for flooding oflower Pawnee Creek. <br /> <br />1-2 <br />
