<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />J. <br /> <br />-6- <br /> <br />It should be noted that most of the runoff from devel- <br />oped areas will naturally pass through wetlands areas <br />before entering the river, and this offers further <br />mitigation. <br /> <br />I. <br /> <br />REVEGETATION <br /> <br />As stated above, the existing disposal area at the <br />southerly end of the project will be reclaimed and <br />seeded, and all roadway slopes and ditches will be <br />seeded and mulched. Irrigated lawns are prohibited by <br />the water augmentation plan. The applicant proposes <br />to include in the covenants requirements that dis- <br />turbed areas at homesites are to be revegetated with <br />suitable native grass mixtures. <br /> <br />COLORADO RIVER WATER QUALITY CONTROL <br /> <br />This was an area of concern expressed at Sketch Plan <br />review by the County staff, and is an area of concern <br />to the applicant. Since preservation and improvement <br />of the Colorado River fishery through the property is <br />a key objective of Ouray Ranch development plans, it <br />seems the applicant has good reason to be careful with <br />proposed developments along the river. However, an- <br />other objective of the development plan is to develop <br />a few select homesites drawing directly on the river <br />amenity. That is a key purpose of the Phase 2 <br />project. <br /> <br />The County 201 plan recommends against development <br />within 150ft of the 100yr flood limit. There are five <br />proposed homesites within this limit, sites 1, 2, 3, <br />4a, and Sa; site 3 is marginally within the 150 ft <br />setback. We are proposing for these sites a minimum <br />setback from the river-side property line of 40ft. <br />This limit generally lays at 40ft to 60ft from the 100 <br />yr flood line, 20ft to 40ft from the top of the bank, <br />and 60ft to 80ft from normal rivers' edge. This limit <br />still allows 40ft to 50ft for house construction adja- <br />cent to the limiting wetlands at sites 2 and 4a. <br /> <br />As a requirement associated with these sites, the cov- <br />enants will require gravel surfacing of parking and <br />driveway areas, sloping of the driveway and parking <br />areas away from the river, and prohibit parking and <br />driveways within the 40ft setback zone. The gravel <br />surfacing should readily accept water for filtration <br />through the soils below, and to a certain extent trap <br />oil stains. It is felt that runoff from roofs and <br />patios will be relatively clean water and readily <br />accepted into the free-draining soils at these sites, <br />which will reduce direct runoff to the river. <br /> <br />We feel the measures listed herein, when combined with <br />the central sewage treatment system and wetlands mea- <br />
