Irrigated lawns are prohibited by
the water augmentation plan. The applicant proposes
to include in the covenants requirements that dis-
turbed areas at homesites are to be revegetated with
suitable native grass mixtures.

COLORADO RIVER WATER QUALITY CONTROL

This was an area of concern expressed at Sketch Plan
review by the County staff, and is an area of concern
to the applicant. Since preservation and improvement
of the Colorado River fishery through the property is
a key objective of Ouray Ranch development plans, it
seems the applicant has good reason to be careful with
proposed developments along the river. However, an-
other objective of the development plan is to develop
a few select homesites drawing directly on the river
amenity. That is a key purpose of the Phase 2
project.

The County 201 plan recommends against development
within 150ft of the 100yr flood limit. There are five
proposed homesites within this limit, sites 1, 2, 3,
4a, and Sa; site 3 is marginally within the 150 ft
setback. We are proposing for these sites a minimum
setback from the river-side property line of 40ft.
This limit generally lays at 40ft to 60ft from the 100
yr flood line, 20ft to 40ft from the top of the bank,
and 60ft to 80ft from normal rivers' edge. This limit
still allows 40ft to 50ft for house construction adja-
cent to the limiting wetlands at sites 2 and 4a.

As a requirement associated with these sites, the cov-
enants will require gravel surfacing of parking and
driveway areas, sloping of the driveway and parking
areas away from the river, and prohibit parking and
driveways within the 40ft setback zone. The gravel
surfacing should readily accept water for filtration
through the soils below, and to a certain extent trap
oil stains. It is felt that runoff from roofs and
patios will be relatively clean water and readily
accepted into the free-draining soils at these sites,
which will reduce direct runoff to the river.

We feel the measures listed herein, when combined with
the central sewage treatment system and wetlands mea-
