The applicant proposes to replace the disturbed wet-
lands by excavating some of the shallow "dry land"
fringes along the existing wetlands, to a level of the
present wetlands, replacing topsoil, and re-establish-
ing wetlands-type vegetation. The approximate area of
disturbance (including the second lot 4 driveway) is
11,800 SF, and the approximate area of wetland devel-
opment is 35,800 SF. The general outline of this pro-
posed development is shown on drawing 8023-412.

Concurrent with this plat submittal, the applicant
will be going through the 404 permit process with the
Corps. They have indicated a small project of this
nature should be able to go through the process rela-
tively quickly.

WATER SUPPLY

Water supply for the homesites is proposed to be from
individual on-site wells. The upper aquifers in this
area should be well suited for such use. Provision
for on-site wells was made in the Ouray Ranch water
augmentation plan, so permits for these wells will be
allowed. The augmentation plan is Application No.
82CN153. Copies have been submitted separately to the
County Planner for detail reference by those parties
who may be interested.

SEWAGE TREATMENT

In order to protect water quality in the Colorado
River and adjacent shallow subsurface waters on the
project site, the applicant is proposing to provide
sewage treatment for the project using the existing
sewage treatment facility located on the south side of
the river downstream of CR 620.

This is a presently permitted facility at a capacity
of 16,000 gpd. The estimated sewage flow for Phase IA
is 9600 gpd, and the estimated sewage flow for tbis
project is 3150 gpd. Therefore, the present permit
is adequate for this project; planning for expansion
of the facility will be a necessary part of future
phases beyond Phases lA & 2.

The permit is C-0028860, and a copy is attached as
Appendix '0'. Improvements of the facility to opera-
tional conditions is a part of the Phase lA public im-
provements. The permit is in the renewal process this
year; a notice of intention to reissue a Colorado Dis-
charge Permit for this facility was published Septem-
ber 21, 1984.
