Gildersleeve

Gentlemen:

The offioial oomments by the State of Oolorado on the Fountain River
Flood Control Survey report were reoorded in Mr. Stone's ,letter of' '
May 15, 1952 to the, Seoretary of Agrioulture. In replying to that
letter under date of June 26, 1952 Assistant Seoretary Hutohinson
agreed that this offioe would furnish to the State of Colorado oertain
additional data oonoerning the antioipated effeot of the reoommended
program on water yieldS in the Fountain River Watershed.

In the enolosed su~plemental report we have endeavored to evaluate the
effeot of a proposed programoonsisting primarily of 'SOllie 2,800 deten.:
tion dams in the plains portion of the Fountain River Watershed. The
reoommended program for that portion of the watershed also inoludes
water spreaders, re.ngeterraces, reseeding, and other, land. Illanagement
praotioes. We hope that this report will furnish sufficient desorip-
tion of methods to substantiate our previous estilllate of about ,700 aore
feet net annual water loss which is approximately one peroent of total
runoff. This analysis, subste.ntiatesour eSJ'liel' conolusion, that water
tights on the Fountain River will not be materially, che.ngedby apr;qgl'~
planned for the purpose Of reduoing dsme.gingsur;faOe"t'uno1'fdurin~ floods,,'
In faot, the detention dam program can bedesigned'to compensate for
any loss of water rights brought about by improved infiltration of the
plains area. Aotual hydro graphs of the Fountain River are shown where'
divertible flow would be ,unchanged or somewhat increased in the futui-e.
As indioated in Assistant Seoretary Hutchinson's letter ,still furth,et'
detailed studies ofwe.terrights can be made during the ple.nning stage ',',
after the report is authorized.
