<br />SPECIAL FLOOD HAZARD INFORMATION <br /> <br />ARKANSAS RIVER AND WILD HORSE CREEK <br />HOLLY, COLORADO <br /> <br />Introduction <br /> <br />-. <br /> <br />This report presents information on the flood hazard <br /> <br /> <br />areas that adjoin the Arkansas River and wild Horse Creek at Holly, <br /> <br /> <br />Colorado (see Plate 1). Its contents appear as an appendix in the <br /> <br /> <br />Corps of Engineer's "Detailed Project Report, Investigation for Flood <br /> <br /> <br />Control, Holly, Colorado," dated August 1974, which finds that <br /> <br /> <br />structural flood control works are economically feasible and recom- <br /> <br /> <br />mends that the channel improvements presented in the report be <br /> <br /> <br />approved and that local interests implement the self-help attri- <br /> <br /> <br />butes of flood plain management to obtain additional flood control <br /> <br /> <br />benefits at modest cost. The guidance herein is designed to assist <br /> <br /> <br />in the planning and adoption of such flood plain management tech- <br /> <br /> <br />niques as may be most advantageous in establishing control over the <br /> <br /> <br />community's flood prone lands. <br /> <br />Basic objectives of this report are to: <br /> <br />(1) provide <br /> <br />definitive flood hazard information on the areas subject to inunda- <br /> <br /> <br />tion in a manner easily understood by the layman; (2) encourage opti- <br /> <br /> <br />mum and prudent use of flood plain lands by providing state and local <br /> <br /> <br />agencies a factual basis for reducing flood damages and hazards <br /> <br /> <br />through carefully considered, well-planned regulations governing the <br /> <br /> <br />use of flood plains; (3) publicize available information on the use <br /> <br /> <br />and hazards of the flood plains in a manner to enlist the support <br /> <br />of private citizens and other concerned nongovernmental agencies; <br /> <br />and (4) reduce expenditures on future flood control projects for the <br /> <br /> <br />protection of developments which should not be built within the <br /> <br /> <br />flood plains. <br /> <br />All elevations appearing in this report are based on <br /> <br /> <br />U.S. Geodetic Survey 1929 mean sea level (M.S.L.) datum. The actual <br /> <br /> <br />limits of overflow areas may vary slightly from those shown on <br /> <br />---- <br />
