<br /> <br />Flood Damage Prevention Measures <br /> <br /> <br />Completed by the Corps of Engineers in 1948, the John <br /> <br /> <br />Martin Darn and Reservoir provides storage and regulated outflow for <br /> <br /> <br />irrigation, flood control, and recreation~ Located near Las Animas, <br /> <br /> <br />Colorado, the darn will detain all floods up to and including the <br /> <br /> <br />Standard Project Flood. There are no major channel or floodway <br /> <br /> <br />improvements along the Arkansas River at Holly, although local <br /> <br /> <br />interests have constructed low levees to provide some flood protec- <br /> <br /> <br />tion. Holly is protected from flows on Wild Horse Creek by a leveed <br /> <br /> <br />diversion which routes the creek west of town. <br /> <br />Flood Warning and Forecasting Services <br /> <br />The NOAA National Weather Service provides no specific <br /> <br /> <br />flood forecasts for tributary streams of the Arkansas River in the <br /> <br /> <br />Holly area. The technology of accurate river and flood forecasting <br /> <br /> <br />is dependent upon adequate and timely rainfall and river stage data, <br /> <br /> <br />and it is even more essential that such basic data be available, <br /> <br /> <br />particularly rainfall reports, for areas subject to flash flooding. <br /> <br /> <br />Current funding restraints prevent Weather Service operation of the <br /> <br /> <br />relatively dense networks required. At present the principal service <br /> <br /> <br />the Weather Service can provide is a general alert to the danger of <br /> <br /> <br />flash flooding. This is done by means of forecasts of approaching <br /> <br /> <br />storm systems or radar detection of imminent or occurring heavy rain- <br /> <br /> <br />fall. The area is within the effective range of the WSR-57 radar <br /> <br /> <br />installation at Limon, Colorado. This facility, with WBRR-68 (radar <br /> <br /> <br />facsimile) remoted to the Weather Service Offices at Denver and Pueblo, <br /> <br />provides continuous surveillance and information on storm location <br /> <br />. <br /> <br />and possible flash flooding. <br /> <br /> <br />The National Weather Service Forecast Office located at <br /> <br /> <br />Denver (Stapleton Airport) supplies weather forecasts several times <br /> <br /> <br />daily for the area. These forecasts are disseminated directly to the <br /> <br /> <br />news media by teletypewriter (NOAA Weather Wire Service).
