This <br />area element, which must be the first area <br />present in each data category, is assigned a <br />single attribute code with major and minor <br />codes both equal to zero, <br /> <br />This code identifies the portion of a <br />community covered by a community-based map <br />sheet (panel). A community may consist of <br />more than one FIRM panel, The FIRM panel is <br />further identified by its FIRM panel number <br />(parameter code 421 ____), its suffix <br />(parameter code 422 00--), its state FIPS <br />code (parameter code 423 00--) and its <br />community number (parameter code 424 ----). <br /> <br />This code identifies the area between the <br />FIRM panel neatline and the USGS 7,S-minute <br />quadrangle neatline. Unpanelled areas of the <br />studied county should be identified by the <br />following parameter codes: 421 0000, <br />4220000, 423 ---- (State FIPS code), and <br />424 ---- (Community number), or 425 O--~ <br />(Countywide map number), <br /> <br />23 <br />
