r

~

Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 96-08-244P

The Honorable Guillermo A. DeHerrera
Chairman, Adams County Board of
County Commissioners
450 South 4th Avenue
Brighton, Colorado 80601

Dear Mr. DeHerrera:

This responds to a request for a revision to the effective Flood Insurance Study (FIS) and National Flood
Insurance Program (NFIP) map for your community. Specifically, this responds to a facsimile dated
April 29, 1996, from Mr. Besharah Najjar, P.R., Floodplain Administrator, Public Works Department,
Adams County, regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for Adams
County, Colorado, and Incorporated Areas. Mr. Najjar requested that the Federal Emergency
Management Agency (FEMA) revise the effective FIRM to show the effects of levee and channel
improvements along West Lake Channel from West I 28th Avenue to approximately 1,600 feet upstream
of the intersection of King Circle and Westlake Drive. This request follows up on a Conditional Letter
of Map Revision, which was issued on January 23, 1995.

All data required to complete our review of this request were submitted with Mr. Najjar's April 29
facsimile, with a letter dated December 4, 1995, from Mr. Tim Doherty, P.E., Civil Engineer, City of
Broomfield, and with a facsimile dated April 2, 1996, from Mr. Gary Behlen, P.E., City Engineer, City
of Broomfield. Because this Letter of Map Revision (LOMR) shows the effects of a publicly sponsored
flood-control project that reduces flooding to existing development, fees were not assessed for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM,
and have revised the FIRM to modify the floodplain and floodway boundary delineations of a flood having
a I-percent chance of being equaled or exceeded in any given year (base flood) along West Lake Channel
from West 128th Avenue to approximately 1,600 feet upstream of the intersection of King Circle and
Westlake 'Drive.

From approximately 1,300 feet upstream to approximately 1,600 feet upstream of the intersection of King
Circle and Westlake Drive, the revisions lie within the unincorporated areas of Adams County. Along
this reach of West Lake Channel, the base flood and floodway are contained in an underground pipe.
From West 128th Avenue to approximately 1.300 feet upstream of the intersection of King Circle and
Westlake Drive, the revisions lie within the City of Broomfield, Colorado. A separate LOMR was issued
on May 16, 1996, to describe the revisions in the City of Broomfield.
