Construction costs for the alternative improvement plans were developed

based on unit costs obtained from 1980 construction cost estimates. Costs

were assumed to adequately represent 1982 construction costs due to the

recessed economy over this period. A summary of the unit costs is presented

in Table 31. All unit costs include labor and overhead for the construction

item. Quantities were estimated for each alternative on a reach-by-reach

basis. Included in the cost estimates are costs for land acquisition and

legal, administrative and engineering fees. Land acquisition costs were

assumed to be $10,000 per acre. Annual operation and maintenance were $0.60

per linear foot for vegetated channels, $0.26 per li.near foot for natural

channels and $72.00 per surface acre for detention ponds.

The detailed quantity and cost estimates for each alternative on a reach-

by-reach basis are presented in the Technical Addendum. Tables 32 through 34

summarized the estimated costs for each improvement alternative on a reach-by-

reach basis. The summary tables include total costs, annual costs, annual

operation and maintenance, and total annual costs. Annual costs are based on

a 50-year project life with a 7 3/8 percent discount rate.
