<br />The American Public Works Association, through its Director of Research, Richard H,
<br />Sullivan, mailed questionnaires to more than 500 public agencies and 130 engineering firms in the
<br />United States and Canada,
<br />Dr. John S. Gladwell, Water Resources Research Scientist of the Office of Water Resources
<br />Research, served as project officer of the study.
<br />Eighty persons, in addition to the members of the study team, participated in one of the
<br />three 'one-day symposia held in Chicago, Denver and Fairfax County, Virginia. Assistance in
<br />organizing and conducting the symposia was provided by the following persons who also served
<br />as symposium moderators:
