This measure may be practical for those buildings susceptible <br />to frequent flooding such as the 50-year flood event or less. Halta has <br />14 residential and 5 cOllllllercial buildings within the 10-year flood plain, <br />and 35 residential and 6 cOllllllerc1al buildings within the 50-year flood <br />plain (inclusive of 10-year flood plain buildings). Although it may be <br />a practical solution, it has been found to be economically infeasible. <br />Among the 35 residential buildings are 3 large buildings comprising a <br />motel operation, which would be structurally unfit to relocate. The <br />remaining 32 residential buildings would have an annual relocation cost <br />of $47,800 and would reduce the flood damage potential by $20,300. <br /> <br />The benefits of relocating these buildings would be the reduction in <br />externalized costs, which would be less than $20,300; however, the reduced <br />damage potential was used as a proxy for these benefits. Additional bene- <br />fits IllAY be claimed with the eli.ination of the National Flood Insurance <br />Progr4ll's annual operating cost, which is an estimated cost of $1,680 for <br />these buildings. Total relocation benefits for the residential buildings <br />would SIIIount to $22,000. This would result in a benefit-cost ratio of <br />less than 0.5 to 1. The majority of cOlIIDercial buildings would not be <br />structurally sound for relocation, and acquisition costs for demolition <br />would greatly exceed the flood damage benefits realized. Therefore, <br />pemanent evacuation and relocation has been eliminated from further <br />consideration. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />FLOOD EMERGENCY PREPAREDNESS <br /> <br /> <br />This includes flood forecasting, flood warning, and temporary evacua- <br /> <br /> <br />tion. It is dependent on a high degree of cooperation between Federal, <br /> <br /> <br />State, and local officials, both in developing a flood emergency plan and <br /> <br /> <br />in executing the plan when the need arises.
