WHEREAS, .a floodplain information report entitled "Flood
. Hazard Area Delineation, Dry Gulch and Tributaries," dated November,
1977, has been prepared by Sellards & Grigg, Inc., at the request
of the Urban Drainage and Flood Control District, the city of .'
'. Lakewood, and the City and County of Denver; and .

WHEREAS," Section 37-60-106 (1), Colorado Revised statutes
. 1973, requires the Colorado Water Conservation Board to assist1n
the prevention of floods and flood damages therefrom; and.

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado
Revised Statutes 1973, provide that such legislative bOdies of
local jurisdictions may provide zoning regulations for land uses'
on or along any'storm or floodwater runoff channel or basin only'
after desigration and approval )Jy the Colorado Water Conservation
Board; and :

WHEREAS, Section 37-60-106(1) (c), Colorado Revised
Statutes 1973, directs the colorado Water Conservation Board to,
designate and approve storm or floodwater runoff channels or basins
. and to make such designations avaj,lable-tO--le9"-i-&la~iv~bodre-gc-or --
rbcal~jurlsdictions; and

WHEREAS, the staff of the Board has reviewed said report
and does hereby recommend to the Colorado Water Conservation Board
that the Board designate and approve as floodplain areas those areas
inundated by a 100-year flood (intermediate regional flood) as
