WHEREAS, the Urban Draipage and Flood Control District,
Denver, Colorado, has completed a storm drainage plan for the
Denver Metropolitan Region, Master Plan (Major Drainageway Planning)
Big Dry Creek, Volumes One and Two, City of Westminster, ,Adams
County, and Jefferson County, dated March 1973; and

WHEREAS, said Master Plan outlines and describes the flood
water runoff channels within the above described areas; and

WHEREAS, Article 149-1-11(4), Colorado Revised Statutes
1963, requires' that the Colorado water Conservation BOard designate
and approve storm or flood water runoff channels and to make such
designation available to legislative bodies of ,local jurisdictions;
and

WHEREAS, Article 139-60-1, Colorado Revised Statutes 1963,
provides that such cities, towns, incorporated areas and local
jurisdictions may provide zoning regulations for any storm or flood
water runoff channel only after designation and approval by the
Colorado Water Conservation Board; and

WHEREAS, the Urban Drainage and Flood Control District has
requested the Colorado Water Conservation Board to designate and
approve the flood hazard areas as set forth in the aforesaid Wright-
McLaughlin Engineers Master Plan report; and

WHEREAS, the staff of the Board has reviewed said Master
Plan Report and does hereby recommend to the Colorado Water Conser-
vationBoard that said Board designate and approve as flood hazard

100-year flood;

NOW, THEREFORE, BE IT RESOLVED by' the Colorado Water Con-
servation Board in regular meeting assembled in Glenwood Springs,
