<br />internalize risks reduce the moral hazard associated with <br />full government suppon. <br /> <br />To ensure a long-term, nationwide approach to <br />floodplain management, the Review Committee <br />proposes legislation to develop and fund a national <br />Floodplain Management Program with principal <br />responsibility and accountability at the state level. It <br />also proposes revitalization of the federal Water <br />Resources Council to better coordinate federal <br />activities, limited restoration of some basin commissions <br />for basin-wide planning, and issuance of a Presidential <br />Executive Order requiring federal agencies to follow <br />floodplain management principles in the execution of <br />their programs. <br /> <br />vi <br /> <br />The upper Mississippi River Basin includes both <br />individually authorized federal flood damage reduction <br />projects and levees built by local groups and <br />individuals. This pattern of development is unique and <br />requires a unique approach. The Review Committee <br />proposes a plan to identify and evaluate the needs of the <br />basin, to ensure the integrity of a flood damage <br />reduction system that meets the needs of the basin, and <br />to restore natural floodplain functions on appropriate <br />lands. <br /> <br />The nation knows where to go with floodplain <br />management and how to get there.
