Lyons, Assistant Secretary of Agriculture for Natural Resources <br /> <br />SUBJECT: Finai Report <br /> <br />Forwarded herewith for your consideration is, Sharing the Challenge: Floodplain Management into <br />the 21" Century, the finai report of the Interagency Floodplain Management Review Committee. <br /> <br />In January 1994 you assigned the Review Committee the mission to delineate the major causes and <br />consequences of the 1993 Midwest flooding; to evaluate the performance of existing floodplain <br />management and related watershed management programs. The review Committee also was <br />to make recommendations to the Task Force on changes in current policies, programs, and activities <br />of the federal government that most effectively would achieve risk reduction, economic efficiency, <br />and environmental enhancement in the floodplain and related watersheds. <br /> <br />The report provides the Review Committee's findings and recommendations for action, The thesis <br />of the report is straightforward. Floods will continue to occur. The goals for floodplain <br />management are clear. The means to carry out effective floodplain management exist today but <br />need improvement and refocusing. It is now time to organize a national effort to conduct effective <br />and efficient floodplain management, It is time to share responsibility and accountability for <br />accomplishing floodplain management among all levels of government and with the citizens or-the <br />nation. <br /> <br />I would emphasize that the report represents the views of the Review Committee and is based on <br />its research and interactions with federal, state and local officials, businesses, interest groups, and <br />individuals in and outside the upper Mississippi River Basin. It does not necessarily represent the <br />views of the agencies represented on the Review Committee or the views of the Administration. It <br />is now up to the Administration to determine which of the recommendations and actions should be <br />implemented On what schedule, <br /> <br />The Review Committee appreciates the support and guidance that you provided over the past six <br />months as well as the opportunity to participate in such an interesting and important endeavor. <br /> <br /> <br />lilerald E, Ga ay <br />Brigadier Gene ai, U,S.
