Kavanaugh <br />Departrnent of the PuMny <br />Sacramento District Corps of Engineers <br />650 Capitol Mall <br />Sacramento, Calif orllia 95814 <br /> <br />Dear Colonel Kavanaugh, <br /> <br />The following report is the result of a dedicated effort on the part <br />of the eight property owner/applicllnts and t.heir various consultants who have <br />worked together for almost two y,ears in an attempt to arrive at the best <br />passible solution, both for development and the envirorunent in the Keystone <br />Base II area. We are connnitted to the idea that development and wetlands <br />are not mutually exclusive - that, jin fact, they can hamloniously co-exist. <br /> <br />We realize, however, thnt to a'~complish our goal of sensitive <br />development and to achieve the cOI'rect ecolog ical balnnce, certain steps must <br />be taken to mitigate the potential. impact on this deli'~ate environment. We <br />have therefore, retained a group of' consultants who are recognized experts in <br />their fields, in order to insure that the concerns of the various 404 <br />responding agencies have been thoroughly addressed. The results of these <br />investigations are presented herein.. In response to previous requests from the <br />agencies for a more detailed proposal we have attempted to present a very <br />thorough and specific document which wHl provide all of the necessary <br />information with which to evaluate our application. <br /> <br />After reviewing the following information we hope you will agree <br />that our proposal will not only provide a quality living lenvironment for people <br />but will also maintain, or even enhance, the Base II environment for wildlife <br />and vegetation in the wetlands. <br /> <br /> <br />........._._~ <br /> <br />JG:ms <br /> <br />Suite 202 / 100 S.
