<br />1.3 Coordination <br /> <br />On April 9, 1984, Dames & Moore was instructed by FEMA to proceed <br />with an Existing Data Study for the Town of Carbondale, Colorado, <br />using the study data from the Garfield County Flood Insurance Study. <br /> <br />The results of the hydrologic analyses were coordinated with the <br />U.S. Army Corps of Engineers (COE) , the Colorado Water Conservation <br />Board, and the U.S. Geological Survey (USGS). <br /> <br />The final community coordination meeting was held on January 28, <br />1985, and was attended by representatives of FEMA, the study <br />contractor, and the town. No problems were raised at the meeting. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated areas of the <br />Town of Carbondale, Garfield County, Colorado. The area of study <br />is shown on the Vicinity Map (Figure 1). <br /> <br />Flooding caused by the overflow of the Crystal River was studied <br />in detail. <br /> <br />The areas studied by detailed methods were selected based on the <br />extent and validity of available hydrologic and hydraulic data. <br /> <br />2.2 Community Description <br /> <br />The Town of Carbondale is located in southeast Garfield County, in <br />west-central Colorado. The town is surrounded by unincorporated <br />areas of Garfield County. Glenwood Springs is approximately 12 <br />miles to the north and Denver is approximately 130 miles to the <br />northeast. <br /> <br />The 1980 census listed the population of Carbondale at 2,084. In <br />1970, the population was 726 (Reference 2). <br /> <br />The Crystal River flows northwest and into the Roaring Fork River, <br />a tributary to the Colorado River, just outside the northwestern <br />corporate limits. <br /> <br />The local climate is characterized by cool summers and moderately <br />severe winters. Precipitation in the area averages approximately <br />70 inches of snowfall and approximately 15 inches of rain. Snowpack <br />normally begins to accumulate in late OCtober, and snowmelt begins <br />in late April and continues into June or early July. Rains occur <br />during the late spring through late fall with cloudburst storms <br />qccurring in the summer. Mean maximum temperature varies from the <br />mid-30s in January to approximately 900F in July, and the mean <br />minimum temperature varies from 100F in January to 500F in July. <br /> <br />2 <br />
