2

maximum increase in floodway width, 180 feet, occurs approximately 1,300 feet upstream of Pagosa
Street. The floodway shifted south from approximately 200 feet upstream to approximately 1,100 feet
upstream of Hot Springs Road to include property not previously located in the floodway. The maximum
shift in the floodway, 80 feet, occurs approximately 350 feet upstream of Hot Springs Road. All affected
property owners have been notified of the revisions. No insurable structures are affected by the increases
in the SFHA and floodway widths.

The modifications are shown on the enclosed annotated copies of FIRM Panel 0005 C, Profile Panels 01P
and 02P, and the Floodway Data Table for the San Juan River. This LOMR hereby revises this panel
of the effective FIRM for the Town of Pagosa Springs, Colorado, and the Flood Profiles and Floodway
Data Table in the FIS report for the Town of Pagosa Springs and the unincorporated areas of Archuleta
County, Colorado, both dated May 2, 1991. The channel modification project also affected the flood
hazard information for the unincorporated areas of Archuleta County, Colorado. A separate LOMR
describing the effects of the project on the FIS report, FIRM, and Flood Boundary and Floodway Map
for the unincorporated areas of Archuleta County, Colorado, was issued on the same date as this LOMR.

The following table is a partial listing of existing and modified BFEs:

Location

Existing BFE
(feet)*

Modified BFE
(feet)*

San Juan River:
Approximately 3,440 feet downstream of Hot Springs Road
Approximately 250 feet downstream of Hot Springs Road
Approximately 925 feet upstream of Pagosa Street
Approximately 2,650 feet upstream of Pagosa Street

7,047
7,064
7,088
7,097

7,047
7,067
7,084
7,097

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest whole foot

Public notification of the revised BFEs will be given in the Pagosa Springs Sun on or about February 22
and February 29, 1996. A copy of this notification is enclosed. Any request for reconsideration must
be based on scientific or technical data. In addition, a notice of changes will be published in the Federal
Register.

Because this LOMR will not be printed and distributed to primary users, such as local insurance agents
and mortgage lenders, your community will serve as a repository for these new data. We encourage you
to disseminate the information reflected by this LOMR throughout the community, so that interested
persons, such as property owners, local insurance agents, and mortgage lenders, may benefit from the
information. We also encourage you to prepare a related article for publication in your community's local
newspaper. This article should describe the assistance that officials of your community will give to
interested persons by providing these data and interpreting the NFIP maps.

The revisions are effective as of the date of this letter; however, within 90 days of the second publication
in the Pagosa Springs Sun, a citizen may request that FEMA reconsider the determination made by this
LOMR. Any request for reconsideration must be based on scientific or technical data. All interested
parties are on notice that, until the 90-day period elapses, the determination to modify the BFEs presented
in this LOMR may itself be modified.
