<br />FLOOD PROTECTION .MEASUR.ES <br /> <br />TJ::.e town built an l~arthen le,vE!e in the 1960's t:o divert <br />floodflows around the site (since reloca.ted) of the town's: water <br />filtrat.ion plant. In 1986, the levee was extended to the north and <br />west. The levee ties into high ground at the eastern end, but the <br />extensi.on ends abruptly near the riverbank north of Nichols street. <br />The t01:al length of the levee is approximately 3,300 feet. This <br />study evaluates the effectiveness of this levee with respect to the <br />lOO-yenr flood event. It also provides a plan for improving and <br />extend:.ng the levee, where necessary, to provide 100.-year flood <br />protec1:ion. <br /> <br />Knnny Reservoir, on the Wh.i.tl~ River approximate,ly 7 miles <br />upstream from Rangely, was comple.ted in 1986. The reservoir was <br />not constructed for flood protect:ion purposes and would have no <br />significant effect on the 100- and !;OO-.year open-water floods. It <br />is pos,.ible that the dam would i.nhibit the formation of ice jams <br />downst:~eam and could redu.ce the fr'aq1.1ency of ice-jam flooding at <br />Rangel:r. <br /> <br />FLOOD PLAIN KANA(;E:ME1NT I!E1~SURES <br /> <br />The 100-year flood event is the, standard flood evel11: mapped by <br />the NFIP. The NFIP is a Federal program that enables property <br />owners to purchase flood insurance. It is based on an agreement <br />betwee:n local communi ties and the Federal Government ,,'hi.ch states <br />.that, :If a community will implemen1: me,asures to reduce fu1:ure flood <br />risks .to new construction in Special Flood Hazard Areas (the area <br />that vrould be inundated by the 100-year flood), the Federal <br />Governnent will make flood insurance available within the <br />community. <br /> <br />I n general, Federal flood plain guidelines require that: new or <br />substantially improved residences have the lowest habit:able floor <br />(inclu:ling the basement) elevated to above the base flood elevation <br />(the 100-year flood elevation). New or substantially improved <br />commer:=ial buildings should have t:he lowest: floor flood proofed or <br />elevated above the base flood elevation. A floodway includes the <br />channel of a stream and that part of .the adjacent flood plain <br />necessary to pass the base (10D'-year) flood without, increasing <br /> <br />3 <br />
