1.0 INTRODUCTION 1.1 Purpose of Study . This Flood Insurance Study (FIS) revises and updates a previous Flood Insurance Study/Flood Insurance Rate Map for the unincorpo- rated areas of Douglas County, Colorado. This information will be used by Douglas County to update existing flood plain regulations as part of the regular phase of the National Flood Insurance Program (NFIP). The information will also be used by local and regional planners to further promote sound land use and flood plain develop- ment. In some states or communities, flood plain management criteria or regulations may exist that are more restrictive or comprehensive than the minimum Federal requirements. In such cases, the more restrictive criteria take precedence and the State (or other juris- dictional agency) will be able to explain them. 1.2 Authority and Acknowledgments The sources of authority for this Flood Insurance Study are the National Flood Insurance Act of 1968 and the Flood Disaster Protec- tion Act of 1973. The hydrologic and hydraulic analyses for the initial FIS were performed by Howard, Needles, Tammen and Bergendoff, for the Federal Insurance Administration, under Contract No. H-4016. That work was completed in July 1978. The hydrologic and hydraulic analyses for portions of East Plum Creek and Sellers Gulch and for portions of streams studied by approximate methods were performed by J.F. Sato and Associates, Inc., for the Federal Emergency Management Agency (FEMA), under Contract No. 84-C-1631. This work was completed in August 1985. . . The major portion of the hydrologic information used in this FIS was obtained from the initial Douglas County FIS and previous Urban Drainage and Flood Control District (UDFCD) reports. A major portion of the hydraulic analyses for reaches covered by UDFCD reports was obtained directly from the UDFCD reports. The balance of the information was developed by J.F. Sato and Associates, Inc.
