<br />1.0 INTRODUCTION <br /> <br />1.1 <br /> <br />Purpose of Study <br /> <br />. <br /> <br />This Flood Insurance Study (FIS) revises and updates a previous <br />Flood Insurance Study/Flood Insurance Rate Map for the unincorpo- <br />rated areas of Douglas County, Colorado. This information will be <br />used by Douglas County to update existing flood plain regulations <br />as part of the regular phase of the National Flood Insurance Program <br />(NFIP). The information will also be used by local and regional <br />planners to further promote sound land use and flood plain develop- <br />ment. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other juris- <br />dictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for the initial FIS were <br />performed by Howard, Needles, Tammen and Bergendoff, for the Federal <br />Insurance Administration, under Contract No. H-4016. That work <br />was completed in July 1978. <br /> <br />The hydrologic and hydraulic analyses for portions of East Plum <br />Creek and Sellers Gulch and for portions of streams studied by <br />approximate methods were performed by J.F. Sato and Associates, <br />Inc., for the Federal Emergency Management Agency (FEMA), under <br />Contract No. 84-C-1631. This work was completed in August 1985. <br /> <br />. <br /> <br />. <br /> <br />The major portion of the hydrologic information used in this FIS <br />was obtained from the initial Douglas County FIS and previous <br />Urban Drainage and Flood Control District (UDFCD) reports. A <br />major portion of the hydraulic analyses for reaches covered by <br />UDFCD reports was obtained directly from the UDFCD reports. The <br />balance of the information was developed by J.F. Sato and <br />Associates, Inc. <br />
