<br />For category 3 activities, a direct benefit is enjoyed <br />by the user. Therefore, a charge is ass<~ssed to the <br />individuals, private organizations and entities, and <br />local communities, thaI: use the Board's services in lieu <br />of the retention of a professional staff or consulting <br />engineering services. These fee s'arvices include, but <br />are not limited to: <br /> <br />a. preparing flood ha;;ard reviews 011 specific parcels of <br />land, subdivisions, deVE!lopments" etc.; <br /> <br />b. Providing informat Lon on the flood insurance ratings <br />of specific parcelB of land; <br /> <br />c. Overseeing and manag ing floodplain and major drainage <br />studies, includir.g negotiation of professional <br />services contractB, st:udy management, engineering <br />work, etc.; <br /> <br />d. Preparing local floodplain regulations or ordinances, <br />amendments to flood insurance rate maps, and base <br />elevations for specific structures; <br /> <br />e. Performing site-specif i.,~ engineering for and des ign <br />of flood-proofing measures; <br /> <br />f. Acting as local c~\munities' professional staff; and <br /> <br />g. Performing hydrolosric and hydraulic investigations. <br /> <br />In FY 81-82 at the requ.~st of the Colorado Water <br />Conservation Board, tOe State Engineer identified 34 high <br />priority (unsafe) dams in ne.ed of rehabilitation. 'rhey were <br />included in the Governor's proposal for a five-year Capital <br />Investment Plan. The owner of each facility listed was contacted <br />about the fact that dam rehabiJ.itation funds may be available. <br /> <br />The Water Conservation Board, and later the legislature, set <br />a goal of using about one-thiJ:d of the Water Conservation Board <br />Construction Fund for dam rehabilitation. <br /> <br />Funds <br />advanced to <br />construction <br />legislature. <br /> <br />for the rehabilitation of <br />dam owners from the Colorado <br />fund upon the Board's <br /> <br />unsafe darns could be <br />WatE~r Conservation Board <br />recommendat ion to the <br /> <br />The general rules for obtaini.ng funds from this source are: <br /> <br />1. The State will only adVanCE! 50% of the estimated project <br />cost to the owners. The remaining 50% has to be obtained <br />by the owner from another source. <br /> <br />2. The current serv ice charge for Stabe funds is a minimum <br />of 5%. <br /> <br />3. The maximum pay-back pE,riod for theSE! funds is 40 years. <br /> <br />-55- <br />
