<br />2,1,6.5.2 Colorado State Patrol <br /> <br />The role of the Colorado :,tate Patrol in the Lawn Lake Flood <br />was to provide personnel at the command post to ass ist in plan- <br />ning and implementing emergen,~y action, assistance with traffic <br />control points, and mobile .Htd portable radio equipment and <br />personnel. Information received though this equipment was dis- <br />seminated to all governmental ,lgenc:ies and the news media. <br /> <br />2.1.6.6 Department of Natural Resources <br /> <br />2.1. 6.6.1 Division of Water R,~sour.ces (State Eng ineer) <br /> <br />The State Engineer's Office i.s responsible for Colorado's <br />Dam Safety Program and as a result of this responsibility was <br />deeply involved in responding to quest ions from the Governor, <br />legislators, and the media on the l,awn Lake dam failure. <br /> <br />Their office also was re,ponsible for preparing the report <br />on the Lawn Lake dam failure "hich identified the most probable <br />cause of failure. Their report has required extensive field <br />investigations, technical analyses, and othE~r research to deter- <br />mine the cause of failure. <br /> <br />Their staff also participated in flood damage surveys on <br />Cascade Dam and the town's hydroelectric facility. <br /> <br />Members of the staff have attended several interagency <br />meetings on Lawn Lake dam to coordinate various government acti- <br />vities in response to the failure and resultant flood. <br /> <br />2,1.6.6.2 Colorado Water Cons~rvation Board <br />- - <br /> <br />The Colorado Water Conservation Board (CWCB) staff provided <br />technical services towards Cood documentation and the hazard <br />mitigation effort on both the fedE!ral 15-day and state 180-day <br />reports, <br /> <br />a. Documentation <br /> <br />Staff of the Water Conservation Board conducted field <br />reconnaissance of fJ.ood high water marks and flood <br />boundaries on July 15 and 16, 1982 for Fall River and <br />Big Thompson River. A water surfalce prof ile and flood <br />boundary map has been prepared and compared to the 10-, <br />50-, 100-, and 500-year flood prof iles and flood <br />boundaries in the Cood insurancE' study published by <br />FEMA for the Town of Estes Park, Other documentary <br />efforts include assi,tance in obtaining aerial photo- <br />graphy through the Omaha District of the Army Corps of <br />Eng ineers, com par ison of flood hydrolog y, est imat ion of <br />flood volume, and calculal:ion of flood travel times. A <br />photo scrapbook has been compiled, and a sl ide presenta- <br />tion is being prepare:'!" <br /> <br />-21-' <br />
