<br />1.2 Scope <br /> <br />The scope of the report is not necessarily limited to the <br />short reach of river between Lawn Lake and Lake Estes but must <br />include all streams in Colorado where there is the potential for <br />such a disaster. <br /> <br />The focus will be on flood caused by dam failure, but floods <br />caused by other more "natural" factors are a significant hazard <br />and must also be addressed. Both short term and long term oppor- <br />tunities for flood hazard mitigation will be considered. <br /> <br />Furthermore, ideas for <br />existing federal, state or <br />encouraged and evaluated, <br /> <br />mitigation measures that go beyond <br />local funding framework will be <br /> <br />The plan does not attempt to consider mitigation opportu- <br />nities for some of Colorado's other natural hazards such as <br />drought, winter storms, avalanches, tornadoes, earthquakes, <br />grasshoppers, and wild fires, Such plans, if necessary, could be <br />developed in the future to supplement this Flood Hazard <br />Mitigation Plan. Future floods in Colorado are inevitable, and <br />this plan should be reviewed and updated as necessary following <br />each major disaster. <br /> <br />The Mitigation plan is not a manual on what State <br />are to do when the next flood or dam break occurs, Such <br />procedures are covered in the "Colorado Natural <br />Emergency Operations plan" preparE:!d and updated by the <br />of Disaster Emergency Services (Reference 12). <br /> <br />agencies <br />response <br />Disaster <br />Division <br /> <br />1.3 Authority <br /> <br />This Flood Hazard Mitigation Plan was prepared by the State <br />of Colorado under authority of paragraph 7 of a Federal/State <br />Agreement negotiated between the State of Colorado and the <br />Federal Emergency Management Agency. That agreement was signed <br />by Governor Lamm on July 27, 1982, following President Reagan's <br />declaration of Larimer County as a major disaster area on July <br />22, 19B2 (FEMA-665-DR-CO). portions of the agreement are includ- <br />ed in the Appendix. <br /> <br />The requirement for state governments to prepare a Hazard <br />Mitigation plan following a Presidential Disaster Declaration is <br />stated in Section 406 of Public Law 93-2BB, as amended, Details <br />of this law are explained in the Federal Regulations, Title 44 <br />CFR, Part 205, Subpart "i-Hazard Mitigation and were published in <br />the Federal Register on Thursday, November B, 1979, <br /> <br />-2- <br />
