Box 20,000 <br />Grand Junction, Colorado 81502 <br /> <br />Re: Douglas Wash Study <br /> <br />Dear Gentlemen: <br /> <br />This letter follows review of the FLOOD PLAIN MANAGEMENT STUDY, dated July, <br />2000. I am not sure exactly how to respond to the information in the report. The <br />Drainage District was not invited to participate in the study nor was information from the <br />District requested. Without a doubt, the study needed to be done. The information <br />provided will be useful in planning and scheduling improvements and maintenance. <br />More importantly, the information should allow decision makers to avoid merely moving <br />a problem upstream or downstream. <br /> <br />The area north of 1-70 shown to be contributory to Douglas Wash is believed to include <br />some lands which drain into Bosley Wash, a drainage to the east of Douglas Wash. It <br />is requested that Figure 1, the Wateshed MilP be changed to reflect the two different <br />watersheds. <br /> <br />There are other specific gaps in the report which the District believes need to be <br />addressed. It is obviously true that above the Palisade Irrigation District canal, known <br />as the Price Ditch, the historic channel of West Douglas Wash has been filled as part <br />of a field levelling activity. Downstream of the Price Ditch, the Drainage District <br />maintains intermittent parts of the channel as what the District calls the OVERPASS <br />DRAIN. There are sections of pipe between existing open ditches which are not <br />identified in the report. There is a stopping point on the West Douglas Wash - Main <br />Channel at a point just north of the Grand Villley Irrigation Company Canal. In fact, <br />there is a large box culvert under the canal and from that point south then east then <br />southerly and back southwesterly there is a pipe line (maintained by the Drainage <br />District) that conveys at least low flows to a large open drain along 33 Road. The <br />District will be happy to provide location and size information on all of our facilities <br />which affect this evaluation. <br />
