<br /> <br />e. <br /> <br />BACKGROUND <br /> <br />This guidebook is the result of an elaborate process carried out over a two year period. The <br />authors initially met with the Federal Interagency Floodplain Management Task Force to <br />define the scope, focus, and target audience for the guidebook. The authors then talked <br />with representatives ofthe Association of State Floodplain Managers and prepared a mailback <br />questionnaire to determine the specific needs and interests aflocal officials and private interest groups. <br />From these discussions and questionnaires, the basic outline and specific information was modified <br />and .refined accordingly. <br /> <br />The final step was to prepare sequential drafts which were reviewed by a working group of the Task <br />Force. Throughout the development of this guidebook the U.S. Environmental Protection Agency <br />and the Federal Emergency Management Agency provided extensive comments and guidance. A <br />revised draft was provided for final review and graphics and photographs were provided simulta- <br />neously with the completed guidebook. Following the distribution of the first printing in September <br />1995. overwhelming response has resulted in the printing of this updated second edition. <br /> <br />ACKNOWLEDGMENTS <br /> <br />This guidebook was prepared under the auspices of the Federal Interagency Floodplain Management <br />Task Force with funding from U.S. Environmental Protection Agency-and the U.S. Army Corps of <br />Engineers.
