<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SEml.ONE <br /> <br />Introduction <br /> <br />Floodwaters damaged approximately 13,700 acres of agricultural land, approximately 1,400 <br />residences (primarily located in Sterling and Atwood), and more than 200 businesses. Damage <br />to roads, bridges, and highways alone was in excess of$I,OOO,OOO (ICON 1998), and a high <br />percentage of this damage occurred within the rural portion of Logan County. <br /> <br />1~ PURPOSE AND NEED <br /> <br />The purpose ofFEMA's HMGP (Section 404) is to substantially reduce the risk of future <br />damage, hardship, loss and/or suffering in an area affected by a major natural disaster by <br />providing communities with cost-share funds to reduce future losses. <br /> <br />Based on the flooding frequency and damage caused when flooding occurs, Sterling has <br />identified the need to reduce and/or prevent overbank floodwaters from Pawnee Creek from <br />flowing into the city. <br /> <br />1-2 <br />
