Fiber optic lines are buried <br />in the ROW between Highway 6 and the UPRR track throughout the project area (O'Toole <br />1999). By law, before starting any construction activities, contractors are required to call the <br />Utility Notification Center of Colorado (800-922-l987) and obtain information on utilities within <br />the construction area. <br /> <br />3.8.1 Alternative 1 - No Action <br /> <br />With the No Action Alternative, flooding along Pawnee Creek would continue to occur. Public <br />services and utilities could be disrupted during some flood events. In addition, the fiber optic <br />lines could be adversely affected if flooding resulted in a breach of the UPRR embankment. <br /> <br />3.8.2 Alternative 2 - Sterling Flood Control Interceptor Channel (Proposed Action) <br /> <br />With Alternative 2, construction activities would affect power, telephone, and fiber optic lines at <br />the intersection of the channel and Highway 6 and UPRR. This impact would be short-term and <br />limited to the duration of construction activities at these locations. As previously stated, the <br />contractor would call the Utility Notification Center for Colorado and obtain the precise location <br />of each ofthe utilities identified prior to the start of construction. <br /> <br />One well owned by GASP would be relocated, which would involve drilling a new well, casing <br />it, and moving the pump to the new well. It would be the responsibility of Sterling to assure that <br />the relocated well has as much pumping capacity (gallons per minute) as the existing well. <br />Special construction safety procedures would be employed at all construction locations to assure <br />that overhead power lines are not accidentally encountered during construction. <br /> <br />3.8.3 Alternative 3 - Improve Routing of Pawnee Creek Flood Flows <br /> <br />With Alternative 3, construction activities would affect power, telephone, and fiber optic lines at <br />the intersection of the channel and Highway 6 and the UPRR. This impact would be short-term <br />and limited to the duration of construction activities at these locations. As previously stated, the <br />contractor would call the Utility Notification Center for Colorado and obtain the precise location <br />of each of the utilities identified prior to the start of construction. <br /> <br />A water well used by the cemetery is located immediately adjacent to the proposed floodway that <br />would be constructed adjacent to the cemetery. Special coordination, such as protective fencing, <br />would be required by the contractor to assure the well is not damaged. Special construction <br />safety procedures would be employed at all construction locations to assure that overhead power <br />lines are not accidentally encountered during construction. <br /> <br />3.9 HYDROLOGY I WATER QUALITY <br /> <br />The Pawnee Creek Drainage Basin originates in Weld County, Colorado, flows in a <br />southeasterly direction, and crosses a portion of Logan County before flowing into the South <br />Platte River approximately 1 mile downstream (northeast) of Atwood.
