<br />A second coordination meeting was held on October 23, 1979, attended <br />by city and county officials, the city engineer, and the study con- <br />tractor, Camp Dresser & McKee Inc. Camp Dresser & McKee Inc. i n- <br />formed the City of their intentions and solicited any information on <br />new developments or existing problems in the study area. <br /> <br />A legal notice was placed in the Monte Vista Journal, during the weeks <br />of October 22, 29 and November 5, 1979. This was to notify all inter- <br />ested persons of the beginning of the study and its obj ectives and to <br />sol icit any relevant facts and technical data concerning local flood <br />hazards. <br /> <br />Federal, state and local agencies were contacted regarding the avail- <br />ability of any reports, studies, or investigations which may contain <br />infonnation rel ative to fl ooding probl ems in the community. Infonna- <br />tion was received from FEMA and CWCB. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the designated incorporated areas of <br />Monte Vista, Colorado, as shown on the Vicinity Map (Figure 1). <br /> <br />The limits of detailed study in Monte Vista were determined by FEMA <br />with community and study contractor consul tation at the meeting in <br />June, 1979. <br /> <br />The existing study for the Rio Grande (i.e., Floodplain Infonnation <br />Report, Army Corps of Engineers, 1969, Reference 1) was reviewed and <br />updated. <br /> <br />Floods caused by overflow of the Rio Grande were studied in detail <br />within the corporate limits of Monte Vista. The areas studied by <br />detailed methods were selected with priority given to all known flood <br />hazard areas, and areas of projected development or proposed construc- <br />ti on for the next five years, through January, 1985. <br /> <br />Many of the highway bridges and railroad crossings in the area have <br />been reconstructed si nce the 1969 Corps report was publ i shed. These <br />structures were studied in detail. <br /> <br />The scope and methods of study were proposed to and agreed upon by <br />FEMA and the City of Monte Vista. <br /> <br />2.2 Community Description <br /> <br />The City of Monte Vista is located in south central Colorado in the <br />eastern portion of Rio Grande County. The total land area contained <br />within the corporate boundaries approximately 1.6 square miles. The <br />Colorado Population Report Series CP-26 #79(C-1) reported the popu- <br />lation of Monte Vista in 1979, as 5,253 (Reference 2).
