Box 1575 <br />Colorado Springs, Colorado 80901-1575 <br /> <br />Community: City of Colorado Springs, <br />Colorado <br />Community No.: 080060 <br />Panels Affected: 08041C0742 F, 0753 F, and <br />0761 F <br />EffectiveDate of AUG 2 7 1998 <br />ThIS RevIsIon: <br /> <br />102-I-C <br /> <br />Dear Mayor Makepeace: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) for EI Paso County, Colorado and Incorporated Areas (the effective <br />FIRM for your community), in accordance with Part 65 of the National Flood Insurance Program (NFIP) <br />regulations. In a letter dated May 20, 1998, Mr. Kyle R. Campbell, P.E., Division Manager, Land <br />Development, JR Engineering, Ltd., requested that FEMA revise the FIRM to correct a mapping error for <br />a portion of Sand Creek. The revised reach extends from approximately 900 feet downstream of Hancock <br />Expressway to the confluence of Sand Creek and Sand Creek East Fork. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Campbell. <br />Because this Letter of Map Revision is being issued to correct a mapping or study analysis error, fees were <br />not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM. We <br />have revised the FIRM to modify the floodplain and flood way boundary delineations of the flood having <br />a I-percent chance of being equaled or exceeded in any given year (base flood) along the revised reach. <br />As a result of the modifications, the Special Flood Hazard Area (SFHA), the area that would be inundated <br />by the base flood, and the regulatory floodway of the revised reach shifted to the east a maximum of <br />approximately 160 feet at Chelton Road. The widths of the SFHA and regulatory floodway and the base <br />flood elevations (BFEs) remain unchanged. The modifications are shown on the enclosed annotated copies <br />of FIRM Panel(s) 08041C0742 F, 08041C0753 F, and 08041C0761 F. This Letter of Map Revision <br />(LOMR) hereby revises the above-referenced panel(s) of the effective FIRM dated March 17, 1997. <br /> <br />Our review of this request revealed that Chelton Road had been extended across Sand Creek. This road <br />extension could cause increases or decreases in BFEs along this reach. In accordance with Section 65.3 <br />of the NFIP regulations, a community is required to submit to FEMA any technical or scientific data <br />regarding physical changes that affect flooding conditions no later than 6 months after the date such <br />information becomes available. This information must be submitted in accordance with Part 65 of the <br />NFIP regulations and is necessary so that upon confirmation of those physical changes affecting flooding <br />conditions, risk premium rates and floodplain management requirements will be based on current data. <br />
