This letter
will serve as the official request of the City of Cripple Creek to handle these matters as
described.

The City of Cripple Creek respectfully requests that the projected future land use conditions
detailed in the city's Drainage Master Plan (Final Report - April 1992) be utilized as the
basis for hydrologic and hydraulic calculatio/lS for flood plain definition. It is agreed that
these future conditions represent near term, approximately five year, conditions expected
in the City of Cripple Creek. This information can then be used to guide the design and
construction of new drainage infrastructure and provide necessary guidance and regulatory
authority for land use and other development related matters. The appropriate future
conditions hydrologic information is contained in Tables 3 and 4 of Appendix B of the
referenced Drainage Master Plan. The future conditions numbers contained in those tables
should form the hydrologic basis of the CWCB's designation of approximate floodplain
information for the City of Cripple Creek at its July 9-10, 1992 meeting.

It has also been agreed that the existing topographic conditions as of July 1, 1992 will be
utilized as the basis for calculation of water surface elevations and inundated areas by the
SCS. This topography will be modified to the extent that the city has approved, on or
before July 1, 1992, drainage related plans wbich will be implemented during calendar year
1992. Once the SCS has completed its detailed floodplain study that study will be submitted
to the CWCB for designation. The detailed study will replace the approximate information
currently being designated by the CWCB.

"WORLD'S GREATEST GOLD CAMP"
