<br />refuse, fill, structure or matter in, along, across, or pro- <br />jecting into any channel, watercourse, or regulatory flood hazard <br />area which may impede, retard or change the direction of the flow <br />of water either in itself or by catching or collecting debris <br />carried by such water, or that is placed where "che flow of the <br />water might carry the same downstream t;o the damage of life or <br />property. An artificial obstruction shall mean any obs'cruction <br />which is not a natural obstruction. A natural obstruction shall <br />mean any rock, tree, gravel, or other matter that has been located <br />by a non-human cause. <br /> <br />Reach means a longitudinal segment; of a stream or river. A <br />reach will generally include the segment of the flood hazard area <br />where flood heights are influenced by a man-.made or natural ob- <br />st:ruction. In an urban area, the segment of a stream or river <br />between two consecutive bridge crossinsrs would itypically con- <br />stitute a reach. <br /> <br />Reference Point - A numbered point; identifying a specific <br />location for correlating the data shown in various forms "through- <br />out the report. <br /> <br />Stream - Any natural channel or depression through which <br />water flows either continuously, inter:nlittently or periodically, <br />including any artificial modification of the na1:ural channel or <br />depression. <br /> <br />-17- <br />
