any storm or floodwater runoff channel or basin only after designation and approval by the
Colorado Water Conservation Board; and

COMPLIANCE WITH CWCB TECHNICAL STANDARDS

WHEREAS, the approximate floodplain information shown on said map dated May 17,
1974 in the Town of Ault is not consistent with the requirements for approximate floodplain
information listed under the Board's "Rules and Regulations for the Designation and Approval of
Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, the Colorado Water Conservation Board and the Town of Ault recognize that
there are local stormwater drainage problems within specific geographic areas of the community,
but that these drainage problems are a result of inadequate conveyance facilities that carry flood
runoff water from watershed areas that are less than 1 square mile in size; and

WHEREAS, the flooding problems within the Town of Ault are due to minor tributary
flooding sources that can be appropriately dealt with at the local level through prudent land use,
regulations, planning, and future stormwater capacity improvements.

DESIGNATION AND APPROVAL ACTION

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in
regular meeting assembled in La Junta, Colorado, this 21 st day of September 1998, that it does
hereby recognize that there are local storm drainage problems within the community of Ault and
agrees with FEMA's previous determination that there are No Special Flood Hazard Areas within
the community for the purposes of the National Flood Insurance Program, and does hereby
recommend to the community that prudent land use decisions, regulations, planning, and
stormwater capacity improvements be implemented at the local level; and

BE IT FURTHER RESOLVED that the Colorado Water Conservation Board does hereby
caution Ault officials that certain portions of the community, especially those areas located to the
east of the existing railroad embankment, may be subject to flooding during extreme storm events
due to inadequate storm conveyance facilities and development in low lying areas; and

BE IT FURTHER RESOLVED that the Colorado Water Conservation Board, after careful
review, has chosen to not designate as approximate floodplain information the storm or floodwater
runoff channels or basins within the Town of Ault described by approximate information on said
map dated May 17, 1974 because oflack of technical backup information to support said map; and

BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a
certified copy of this resolution to the Town of Ault; the Board of County Commissioners of Weld
CoUnty; the Colorado Office of Emergency Management; and the Federal Emergency Management
Agency, Region 8.

2
