Kaufman, Rick McLaughlin,
Brian Kolstad, Brian Chevalier

Subject: Telephone follow up ofCWCB
River rehabilitation and Floodplain
Management Needs Assessment

From: Wayland Anderson

Date: November 14, 1997

The purpose of the project is to complete an assessment of floodplain management and
stream rehabilitation needs across the State by surveying approximately 330 flood prone
communities. The information obtained from this survey will be summarized in a report which the
CWCB will use to present to the Colorado Legislature, as they consider developing a flood
damage reduction program,

A meeting for the members ofteam assigned to the CWCB project has been scheduled for
Monday, November 17 from 11 AM to noon, in the "Penthouse" conference room, to review
the project, familiarize the team with the questionnaire, and assign to the team members portions
of the questionnaires for telephone follow up next week. A copy of one of the completed
questionnaires accompanies this Memo so you can familiarize yourself with the questions and the
kind of information that was submitted by one of the responders. (Candidly, this is the best
response received so far, others are not as complete!) Please review this before we meet on
Monday.

This project is very time sensitive. These follow-ups and communities visits must be
completed, and draft findings be presented to the Steering Committee by December 31,
1997. Your assistance is greatly appreciated.

Representatives of the flood prone communities have already returned 38 questionnaires,
This includes 11 of the 63 counties and 27 of the 277 cities and towns on the list. This number
does not include responses which may be received in Friday's mail. As one might expect, the
responses range from being very good, to needing some assistance and "coaching" in obtaining as
much information as we can from these representatives.

There are several items you should keep in mind as you dialogue with the representatives:

1. The more information the representatives can provide, the more accurate the data base
will be and the better CWCB can communicate with the legislature the need for action.

2. At this stage there are no new funds available. Funding depends upon convincing the
legislature of the need for this kind of expenditure of public funds,
