Olson
Consultation Coordination Officer,
Federal Insurance Administration
Departm=nt of Housing
and Urban Development
Room 311
909 - 17th Street
Denver, Colorado 80202

Dear Jerry:

On Thursday, February 9, Gene Jencsok of the Colorado Water
Conservation Board gave me copies of the Comm=rce City Flood
Insurance Rate Map (FIRM) with an effective date of February 15,
1978. In taking a quick glance at the map, I noticed two glaring
errors. These errors are marked in red on the enclosed copy. If
you will check the draft flood insurance study prepared by Gingery
Associates, Inc. (GAl) you will find that the FIRM does not match
the map prepared by GAl. Because of the development pressures
along Sand Creek, I believe the FIA should immediately correct the
Commerce City FIRM.

The South Platte River flood plain on the Commerce City FIRM
appears to be the flood plain developed by GAl, using the preliminary
hydrology of the Corps of Engineers. While correcting the errors on
Sand Creek, the FIA will have the opportunity to substitute the
flood plain defined in "Flood Hazard Area Delineation, South Platte
River, Adams County," dated September, 1977. This report, plus a
report entitled "Flood Hazard Area Delineation, Sand Creek," dated
March, 1977, from which GAl obtained the flood plain for Sand Creek,
have both been designated and approved by the Colorado Water Conser-
vation Board, which as you know, is a prerequisite for regulation of
the flood plain by local governments. If FIA will publish a map
showing the same flood plains as those alreaqy adopted by the CWCB,
confusion will be reduced and Commerce City will be better able to
regulate its flood plains.
